Part B of the Code provides a practical check-list to assist shipmasters and surveyors in the safe survey of a bulk carrier or oil tanker. The 'Safe Survey Guide' is an integral part of part B of the Code and will be discussed in more detail in the accompanying annexes.

3 The provisions of the 2011 ESP Code are the responsibility of the competent national authority(s). The BLU Code is a voluntary Code and the relevant national authority(s) must ensure that the Code is implemented consistently and effectively.

7 Since the promulgation of the 2011 ESP Code, the Maritime Safety Committee (MSC) has considered the possibility of amending the Code to introduce a conceptually new approach to the non-compliance of the 2011 ESP Code. At the conclusion of a review of the Code, the MSC has decided to amend the Code by replacing the conceptually different concept of non-compliance by that contained in the Unified Requirements (UR) Z10 (Hull surveys).

4 In accordance with SOLAS regulation XI-1/4 (resolution MSC.352(98)), the Code may be reviewed by a committee of the Maritime Safety Committee (MSC) at any time. The MSC may, by a majority decision of its members, decide to amend the Code.
